REFLEX LEAGUE  
           
  CONSTITUTION & RULES  
           
  League Established 1985  
        Rules amended 2009 - 2010 - 2022 - 2023  
     
  1   TITLE  
      The name of the Association shall be Reflex League.  
           
  2   OBJECTIVE  
      2.1 The objective of the Reflex League shall be to affiliate all Clubs with Havant and District  
        subject to approval.  
      2.2 The Reflex League will comply with the Rules and Regulations of Bowls England with   
        regard to the Data Protection, Safeguarding and Transgender Policies.  
           
  3   OFFICERS  
      The Committee will consist of the following officers who, apart from the Chairperson and Secretary,   
      shall be elected by their clubs  
           
      3.1 Chairperson - shall chair the Annual General Meeting and present the winners  trophy.  
      3.2 Secretary - shall maintain a financial record of the Reflex League, receive registrations from  
        affiliated clubs for entry in the League; produce match schedules; record match results  
        and ensure the Reflex League rules are complied with.  
      3.3 Club Representatives - to be elected by their clubs to organise their team  
           
  4    ADMINISTRATION  
      4.1 The affairs of the Reflex League shall be conducted by the Officers of the Committee (See Rule 3).  
      4.2 The Committee shall meet in February of each year.  
      4.3 If the usual delegate is unable to attend the Committee meeting a substitute shall be sent to  
        represent their club.  
      4.4 The Committee shall have the power to make or amend a rule if necessary.  
      4.5 If deemed necessary a Special General Meeting may be convened by the Committee by at least   
        50% attendance.  
           
  5   ANNUAL GENERAL MEETING  
      5.1 The Annual General Meeting of the Reflex League shall be held in February.   
      5.4 Nominations for the Officers of the Committee shall be endorsed by the nominee`s  
        Club Management Team and forwarded to the Secretary no later than 1st January each year.  
      5.5 Proposals for amendment of the Reflex Leauge Rules shall be discussed and submitted to the   
        Annual General Meeting.  
      5.6 All propositions, including additions and alterations to the Rules, shall be forwarded to the  
        Secretary no later than 1st January each year.  
      5.7 Propositions shall be voted on by the representative from each affiliated club.  
      5.8 Any alterations or additions to the Rules shall be made only at the Annual General Meeting.  
      5.9 The Secretary shall present a Revenue Account up to  the 1st January.  
           
  6   FEES  
      The Affiliation Fees will be determined at the Annual General Meeting.  
           
  7   LEAGUE  
      7.1 FORMAT  
      7.1.1 The League is based on a match of 4 Mixed Triples rinks playing 18 ends.  
      7.1.2 The teams shall play each other twice during the season – one match at home and the    
        other away.  
      7.1.3 Matches will commence on any day of the week at a mutually agreed time but starting no later   
        than:  
        April                                                   5.45pm  
        May 1st to July 31st                      6.15pm  
        August 1st to August 18th         5.45pm  
        August 19th onwards                  5.30pm  
      7.1.4 All matches will be played under the Laws of the Game laid down by Bowls England and any  
        local rules prevailing at the time.  
      7.1.5 The Club with the greatest number of points shall be the winner and presented with the Reflex  
        Trophy.  
      7.1.6 A Runner`s-up trophy will be presented to the second placed club.  
      7.1.7   All matches shall be completed by 15th Septembeer. All matches shall be completed by 15th September.  
           
  8   PLAYER SHORTAGE  
      If a team arrives and has a shortage of players a wait of 15 minutes shall be allowed for the player/s to  
      arrive unless the delayed team/rink has advised their opponents of their late arrival.  
           
  9   SCORING  
      9.1 The points awarded per match are a total of 14 configured as follows:  
        9.1.1    2 points per winning rink or 1 point each for a drawn rink.  
        9.1.2    4 points for the winning team on a total shots basis or 2 points to each team if the total   
        shots are equal.  
      9.2 The Reflex Match Result card should be signed by both Captains and posted to the Secretary by  
        the home team as soon as possible after the match.  
      9.3 If a match has been cancelled and a mutually agreed date has not been achieved the following  
        will apply:  
        9.3.1     One rink missing - 2 points and 10 shots away  
        9.3.2     Two rinks missing - 4 points and 20 shots away.  
      9.4 If both clubs are short of players then no points or shots are due for the missing rink(s).  
      9.5 At least three rinks must play to constitute a game.  
      9.6 If a club is unable to field at least 3 rinks the opposing club will be awarded 10 points and 50 shots.  
      9.7 If both clubs are unable to play or complete a fixture for whatever reason or simply agree not to  
        play then neither club will get any points or shots credited.  
           
  10   THE GREEN  
      Matches should only be postponed if the green has been declared closed or by mutual consent.  
           
  11   INCLEMENT WEATHER  
      In the event of a match having to be abandoned due to bad weather or light the following will apply:  
        11.1        Less than 5 ends played - the game to be restarted from scratch on a mutually   
                        agreed date.  
        11.2        More than 5 ends played but less than 12 - the game to be restarted on a mutually   
                        agreed date, from the score when the match was abandoned (i.e. on score cards).  
        11.3        An incomplete end shall be regarded as a `dead end`.  
        11.4        Teams to be as near to those playing when the match was abandoned.  
        11.5        12 ends or more played - match deemed to have been completed.  
        11.6        Bowls England Laws of the Sport regarding games play on another day will apply,  
                        i.e Trial ends are permitted.  
           
  12   UNIFORM  
      Dress will be grey below the waist with a registered club shirt or white shirt.
